Director Janet K. Orr is highly experienced in public school program services
both in the United States and in developing countries of Africa, the Middle East
and Asia. In the US, she served English Language Learners (ELLs) both Colorado
and Virginia in the classroom, through curriculum development, and as
administrator of ESL services in Fairfax County Public Schools, VA. A major area
of expertise in both US and overseas contexts is the assessment of education
impact and program evaluation. This includes both formative and summative
evaluations with data collected and analyzed for both its qualitative and
quantitative value, examples include: Jobs for the 21st Century: A
Sri Lankan Assessment (2005), Mini-Assessment of Education in Tanzania (2003),
case studies for the Descriptive Study of Services to LEP Students (2002), and
the Preliminary Formative Evaluation of District of Columbia Public Schools
Education Services for LEP/ELLs (1999-2000).
